Spark-XC encodes national and agency power policy in its policy and approval gate, then commits a tamper-evident Power Event Record for every governed action — approved, safe, auditable, financially real, on an append-only SHA-256 chain (ARIV), independently replayable and optionally HMAC-signed with an operator key. Nothing leaves the enclave: Spark-XC runs entirely within your perimeter, so an air-gapped deployment loses none of its provability.
